Building Is Horizontal Multiple Dwelling

The DRA found that landlord's adjacent buildings were a horizontal multiple dwelling subject to rent stabilization. Landlord appealed and lost. The buildings were operated under common ownership and management, had one deed, and had one block and lot number. The buildings also shared common facilities and services, including front facade, chimney, cellar, roof space, lighting system, and gas and electric meters and connections.
