Bathroom Sink Clogged

Tenant complained of a reduction in services based on a clogged bathroom sink. The DRA ruled for tenant and reduced his rent after an inspection confirmed that the sink was clogged. Landlord appealed, arguing that the DRA didn't provide a requested no-access inspection and that tenant caused the clogged sink. The DHCR ruled against landlord. The DHCR inspection showed that the bathroom sink was clogged, with standing water and a very slow drain. There was no proof that tenant prevented landlord from making repairs. Landlord had gained access on several occasions. There was no need for a no-access inspection and no proof that tenant caused the condition.
