Architect's Fees Related to Elevator Upgrade

Landlord applied for MCI rent hikes based on an elevator upgrade. The DRA ruled for landlord in part. The increase was granted for the upgrade but denied for the cost of the elevator consultant and for architect's fees. Landlord appealed. The DHCR ruled for landlord in part. The contracts for the consultant and architect showed that they performed many of the same services. But some of the architect's other services were necessary for the elevator upgrade. The DHCR allowed landlord to include the $6,900 cost of these services in calculating the MCI rent increase.
