24-Hour Doorman Service Required

Tenants complained of a reduction in building-wide services because landlord wasn't providing 24-hour doorman service. The DRA ruled for tenants and reduced their rents. Landlord appealed, arguing that 24-hour doorman service had never been provided at the building. The DHCR ruled against landlord. Landlord previously had three elevator operators at the building and had sought permission from the DHCR in a separate proceeding to convert from manual elevators to automatic operators.

Landlord appealed, arguing that 24-hour doorman service had never been provided at the building. The DHCR ruled against landlord. Landlord previously had three elevator operators at the building and had sought permission from the DHCR in a separate proceeding to convert from manual elevators to automatic operators. The DRA approved landlord's application on the condition that landlord provide 24-hour doorman coverage along with surveillance cameras and elevator phones to maintain the level of building security previously provided by the elevator operators. Landlord appealed that decision, but the DHCR ruled against landlord. So 24-hour doorman service was now a required service at the building.
