Wooden Crates Awaiting Removal to Basement

The DOS gave landlord a citation for violating the ``loose rubbish'' law. Landlord had received two water heaters at 11:00 a.m., which were delivered in wooden crates. The plumbers broke down the crates and temporarily leaned them against the building wall while installing the water heaters. During this time, within three hours of the delivery, the citation was issued. The ALJ found that this wasn't a reasonable length of time for the wood to remain loose. Landlord appealed, and the ECB's appeal unit revoked the fine. Landlord hadn't left loose rubbish out for collection.
