Windows Can't Be Locked in Slightly Open Position

Tenant complained of decreased services. She claimed that she couldn't lock her new windows in an open position. An inspection showed that the windows worked properly, and the DRA dismissed the complaint. Tenant appealed, claiming that the new windows reduced her security. Tenant lived on the first floor. She had been able to lock her old windows in a slightly open position. The new windows locked only when closed. The DHCR ruled for tenant; services had been reduced.
