Window Condensation Is Minor Condition

Tenant complained of a reduction in services based on window condensation. The DRA ruled against tenant, finding this to be a minor condition. Tenant appealed, claiming that the condition was serious, since condensation in thermal windows means the thermal seals are broken. The DHCR ruled against tenant. Several inspections had confirmed that there was condensation, but no caulking or other repair was found to be needed.
