Tenant complained of a reduction in services. After a new building was constructed next door, the views from her bathroom and kitchen were blocked. The DRA ruled against tenant. Tenant appealed and lost. Landlord wasn't responsible for the construction next door and had no control over it. This wasn't a reduction in required services.
