Water Supply Main Replaced

Landlord applied for MCI rent hikes based on the replacement of the water supply main in conjunction with installing a new boiler/burner. The DRA denied landlord's application for the water supply main, but approved it for the new boiler/burner. Landlord appealed, and the DHCR ruled for landlord. Landlord had installed the new water main in conjunction with other MCI work. Also, the supply main was a necessary part of that installation because it provided even heat distribution throughout the building.
