Vibrating Boiler

Tenant complained of a reduction in services. She claimed that there was a vibration felt in the apartment when the boiler was operating. The DRA ruled against tenant, finding that the condition was minor. Tenant appealed and lost. Landlord properly maintained the boiler, and there was adequate heat. The DHCR's inspector found that the boiler vibration was only slight and didn't indicate any maintenance problem with the boiler.
