Useful Life of Vinyl Windows Expired After 15 Years

The DRA granted landlord's application for MCI rent hikes based on the installation of new windows, entrance doors, and repiping. Tenant appealed, claiming that landlord had already gotten an MCI increase for new windows in 1991 and that there was no problem with the old windows. The DHCR ruled against tenant. The old windows were vinyl-frame windows. Under the DHCR's schedule, their useful life was 15 years. So landlord was permitted after 2006 to get another MCI increase for newly installed windows.
