Useful Life of Prior Facade Work Didn't Matter

The DRA granted landlord's application for MCI rent hikes based on pointing and waterproofing with related architectural services. Tenants appealed and lost. They claimed that the useful life of the prior work hadn't expired and that landlord had received HPD funding for prior facade work in 1996. But landlord didn't apply for or receive any DHCR MCI rent increase for any prior work. So there was no applicable useful life consideration at issue.
