Uneven Floors Not Minor Condition

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent, based on uneven living room floors. Landlord appealed, claiming that this was a minor condition and didn't warrant a rent reduction. The DHCR ruled against landlord. Uneven floors weren't a minor condition. And the DHCR's inspector wasn't required to perform or provide any specific measurement of unevenness.
