Underground Copper Pipe Doesn't Qualify

Landlord applied for MCI rent hikes based on a number of improvements, including a new hot water heater and new water service. The DRA approved an increase for the water heater but denied an increase for the water service. Landlord appealed. The DHCR ruled against landlord. The water service consisted of an underground copper pipe street connection to the sewer. This didn't qualify as an MCI under the Rent Stabilization Code.
