Uncut Grass and Dead Tree Are Minor Conditions

Tenant complained of a reduction in services. The DRA ruled for tenant in part and reduced her rent based on a cracked sidewalk and broken window. Tenant appealed, claiming that she should get an additional rent cut for uncut grass and landlord's failure to remove a dead tree. The DHCR ruled against tenant. These conditions were minor and didn't warrant a rent reduction.
