Two Old Boilers Replaced with One New Boiler

Landlord applied for MCI rent increases based on a number of improvements, including a new boiler. The DRA ruled for landlord, and tenant appealed. Tenant claimed that there were previously two boilers and now there was only one. The DHCR ruled against tenant. The fact that landlord replaced two old boilers with one new one didn't bar landlord from qualifying for MCI increases, provided the new boiler furnishes the same level of service. While tenant claimed that heat and hot water were now inadequate, his complaint to that effect had been dismissed.
