Triple Damages Awarded Where Landlord Didn't Show Improvements Were Made

Tenants complained of a rent overcharge. The DRA ruled for tenants, and awarded triple damages. Landlord appealed, arguing that he'd completely renovated the kitchen. The DHCR ruled for tenants. Landlord didn't submit any evidence that he'd made or paid for the improvements. So, the DRA properly awarded tenants triple damages for the overcharge.
