Triple Damages Awarded

Tenant complained of a rent overcharge. The DHCR ruled for tenant and found that the overcharge was willful. Landlord appealed and lost. The DHCR's decision to impose triple damages was reasonable. Landlord charged tenant a rent increase for apartment improvements he didn't make. It didn't matter that the DRA initially found there was no willful overcharge, and the DHCR reversed this decision 10 years later.
