Transients in Building

Tenant complained of a decrease in required services. He claimed that landlord rented some apartments to transients and used the building as a mini-hotel. Tenant claimed that this caused a reduction in building security. The DRA ruled against tenant. Tenant appealed and lost. Tenants had filed a prior complaint claiming reduced building security. The DHCR had ruled against tenants, and there were no new facts warranting a different finding. The fact that landlord may be illegally using the building for commercial purposes wasn't an issue that the DHCR could rule on.
