TPU Appeals DRA's Finding of No Rent Overcharge

The DHCR's Tenant Protection Unit (TPU) referred a rent overcharge complaint to the DRA after conducting an audit. The DRA ruled against tenant, finding no overcharge. The TPU appealed on behalf of tenant. A month later, the DHCR issued an order reopening the rent overcharge case for reconsideration. The DHCR then dismissed the TPU's PAR as premature since the DHCR hadn't yet issued a final ruling on tenant's rent overcharge claim.
