Tenants Want Heavy-Duty Front-Door Lock

Tenants complained of a reduced building-wide service. They claimed that landlord didn't make lasting and effective repairs to the building's front-door lock. A DHCR inspector found the lock was repaired, so the DRA dismissed tenants' complaint. Tenants appealed, arguing that building security was compromised because the lock was of poor quality, and was frequently broken. Tenants claimed that a heavier-duty lock was required. The DHCR ruled for landlord. A rent cut isn't warranted if a DHCR inspection finds the problem was corrected.
