Tenant's Son Can't Get Apartment Occupied Under Interim Lease Program

Landlord sued to evict tenant's son after tenant moved out of the apartment occupied under the Tenant Interim Lease (TIL) program. Tenant's son claimed pass-on rights. The court ruled for tenant's son, and landlord appealed. The appeals court ruled for landlord. The TIL program is run by HPD's Division of Alternate Management Program. The regulations for this program don't contain any provision for pass-on rights to tenant's family members, and the court wasn't authorized to simply apply pass-on rights.
