Tenant's Refrigerator Was Defective

Rent-stabilized tenant complained of a reduction in services. She claimed that her refrigerator didn't work properly. The DHCR ruled for tenant and reduced her rent. Landlord appealed. The court and appeals court ruled against landlord. The DHCR inspection showed that tenant's refrigerator leaked and froze food. Freezer and refrigerator temperatures were abnormal and gaskets were improperly installed. So the DHCR's decision was reasonable.
