Tenants Question Quality of New Roof

Landlord applied for MCI rent hikes based on the installation of a new roof. The DRA approved the application, and tenants appealed. Tenants argued that the new roof was defective because it buckled, blistered, and lifted at the seams. The DHCR ruled for landlord. Landlord had complied with all requirements for an MCI. Also, the roof defects didn't cause any leaks.
