Tenant's PAR Doesn't State Error

Tenant complained of a rent overcharge. The DRA ruled for tenant, finding a small overcharge. Tenant appealed. Tenant's PAR stated only that ''this order is in error.'' The DHCR ruled against tenant and dismissed his PAR. Tenant's PAR didn't state any error in the DRA's ruling.
