Tenant's Niece Can't Get Apartment

Landlord NYCHA sued to evict tenant's niece after tenant moved out. The niece claimed pass-on rights. The court ruled for the niece. Landlord appealed and won. When the niece moved into the apartment, she got written approval from landlord to occupy the apartment only temporarily, not as a permanent family member with pass-on rights. Tenant moved out less than a year later.
