Tenant's Grandson Gets Rent-Controlled Apartment

An apartment occupant who claimed to be the grandson of a deceased rent-controlled tenant claimed succession rights by filing a complaint with the DHCR. The DRA ruled for the grandson. Landlord appealed and lost. Landlord claimed that the grandson didn't prove he had lived with tenant for at least two years before tenant died. The DHCR disagreed. The grandson had submitted copies of tax and voter records, correspondence, a petition and statements from neighbors in the building, as well as a statement from the prior owner detailing the family history of apartment occupancy.
