Tenant's Dog Not Vicious

Landlord NYCHA held a hearing and ruled that tenant's dog was vicious. Tenant was ordered to get rid of the dog or face eviction. Tenant appealed. The court ruled for tenant. Tenant had kept the dog in his apartment since 1985 with landlord's knowledge and without prior incident. Landlord didn't present sufficient proof that the dog had vicious tendencies.
