Tenants Didn't Receive Notice of Landlord's Application

Landlord applied for the high-rent/high-income deregulation of tenant's apartment. The DRA ruled for landlord because tenant didn't respond to the application notice. Tenant appealed to the DHCR and lost. He claimed that he never received the DRA's notice. Tenant then appealed to the court, which ordered the case reopened. The DHCR held a hearing. Evidence showed that tenants didn't receive the DHCR's notice. The deregulation order was revoked, and the DRA was directed to resend the notice of landlord's application to tenant.
