Tenants Didn't Complain About Elevator Leveling Problems

Tenants complained of decreased building-wide services, claiming that the elevators broke down frequently. A DHCR inspector found that the elevators didn't stop level with each floor. The DRA ruled for tenants, and ordered a rent cut. Landlord appealed, arguing that tenants hadn't complained about elevator leveling problems. The DHCR ruled for landlord, and revoked the rent cut. Tenants had complained about a different elevator defect.
