Tenant's Complaint Not Filed on Time

Tenant complained of a rent overcharge. He said that the prior tenant's last rent was $626. When tenant moved into the apartment in 1991, landlord charged him $900 per month. The DRA ruled against tenant, finding no overcharge. Tenant appealed and lost. Tenant filed his complaint in February 2007. So the base rent date was February 2003. The rent charged to tenant on that date was $1,082 and wasn't subject to challenge. Landlord charged tenant lawful renewal increases after the base date.
