Tenants Claim Landlord Removed Benches

Tenants complained of a reduction in building-wide services based on landlord's removal of outside benches. Landlord claimed that only one bench had been removed because a tenant claimed that ''undesirables'' were loitering on it and that this created a security problem. Landlord submitted tenant's letter to that effect. Landlord also stated that it would accommodate tenants by installing benches in specific locations if these were proposed. The DRA ruled for landlord, and tenants appealed to the DHCR and lost.
