Tenant's Brother Didn't Get Approval to Move into Public Housing Apartment

Public housing tenant's brother applied for permission to remain in an apartment as a family member after tenant moved out. Landlord housing authority ruled against tenant's brother. He appealed and lost. Tenant's brother wasn't a remaining family member entitled to remain in the apartment because he didn't get written permission from landlord to move in before he did.
