Tenant's Brother Can't Get Apartment

Landlord City of New York sued to evict occupant after tenant moved out. Occupant claimed he was tenant's brother and was entitled to remain in the apartment. The court ruled for landlord, and occupant appealed. The appeals court ruled against occupant. Occupant didn't have a lease or pay rent in his own name. He also didn't show that he lived in the apartment before his sister moved out.
