Tenant's Apartment Decontrolled More Than 45 Years Ago

Tenant claimed that she was rent controlled. Landlord believed she wasn't and asked the DHCR for a ruling. The DRA ruled for landlord and found that tenant's apartment was decontrolled before she moved in more than 45 years earlier. Tenant appealed and lost. The Office of Rent Control issued a decontrol order for the apartment in 1960, before tenant moved in. And tenant admitted that she was aware of the prior decontrol.
