Tenant Wouldn't Let Exterminator Treat Apartment

Rent-stabilized tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that when the DHCR inspected the apartment, there were mice droppings in the kitchen under the table, stove, sink, and refrigerator. The DHCR's inspector did find mice droppings under the kitchen table but no evidence of mice elsewhere in the apartment.
