Tenant Wanted to Paint Bedroom Himself

Tenant complained of a reduction in services based on landlord's failure to paint his apartment. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration, claiming it had painted all rooms except tenant's bedroom. Landlord attempted to do so, but tenant wanted to paint the bedroom himself with landlord's paint. Landlord said it gave tenant the paint for the bedroom. Tenant claimed that landlord didn't give him any paint to do the bedroom. The DRA ruled against landlord. Landlord appealed and won. It didn't matter whether landlord gave tenant the paint for the bedroom. Once tenant refused to let landlord paint that room, landlord had done what it could to comply with the rent reduction order.
