Tenant Used Wrong Complaint Form

Tenant complained of a reduction in building-wide services. Tenant claimed that the building's super services weren't being provided because a radiator cover and light bulb were missing from her apartment. The DRA dismissed tenant's complaint because it was on the wrong form. Tenant appealed and lost. Tenant used a building-wide service complaint form for an individual apartment service complaint. The DRA had advised tenant to refile her complaint on the correct form.
