Tenant Signed Spanish Version of Consent Form

Tenant complained of a rent overcharge. The DRA ruled for tenant. Tenant appealed, claiming that there was a greater overcharge than was found by the DRA. The DRA had allowed a rent increase for apartment improvements made while tenant was living in the apartment. Tenant claimed that the consent form landlord gave her to sign was unclear. Landlord offered tenant both an English and a Spanish version of the consent form, and tenant signed the Spanish version of the form. Tenant clearly consented to a rent increase for the installation of new kitchen cabinets. There was no additional overcharge.
