Tenant Signed Consent Statement

The DRA reduced tenant's rent based on a reduction in services. Landlord applied to restore the rent, claiming that it had fixed the doors and stove, replaced the refrigerator, and provided monthly exterminator services. Tenant claimed that the stove still didn't work and that the replacement refrigerator was inadequate. A DHCR inspector found that the stove didn't work and that the kitchen was still infested. The DRA denied landlord's application, and landlord appealed. The DHCR ruled for landlord. Tenant had consented to the rent restoration in writing, stating that the defects had been corrected.
