Tenant Seeks Rent Freeze in Absence of Rent Stabilization Rider

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no overcharge. Tenant appealed and lost. Tenant claimed that landlord didn't attach a copy of the Rent Stabilization Rider to his renewal leases, resulting in a rent freeze. The DHCR said a rent freeze based on the absence of a Rent Stabilization Rider could go into effect only if tenant complained, the DRA ordered landlord to provide the rider, and landlord didn't do so within 20 days of the order.
