Tenant Removed Air Conditioner

Landlord applied for an MCR rent increase of $18.65 per month for rent-controlled tenant who installed his own air conditioner in an electrical inclusion building. The DRA ruled for landlord. Tenant appealed and lost. The new surcharge was for tenant's installation of a third air conditioner in his apartment. Tenant claimed he had now removed that air conditioner. But this doesn't matter. Landlord was entitled to an additional surcharge based on tenant's installation.
