Tenant Purchased Own Stove

Tenant complained of a reduction in services based on a nonworking stove. The DRA ruled for tenant. Landlord later applied for rent restoration based on restoration of the stove service. The DRA ruled for landlord, and tenant appealed. Tenant said that he now had a working stove only because he bought a new one himself. He claimed that landlord refused to do so. The DHCR ruled against tenant. Since tenant now had a working stove, there was no reason to continue the rent reduction. It didn't matter whether landlord or tenant supplied the new stove.
