Tenant Paid Less than Lease Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord had shown that tenant paid less than the amount of rent shown on tenant's leases, because tenant paid a preferential rent. The DHCR ruled for landlord and reduced the amount of the overcharge.
