Tenant Never Had Access to Bathroom Radiator Shut-Off Valve

Tenant complained of a reduction in services because there was no shut-off valve to his bathroom radiator. The DRA ruled against tenant. Tenant appealed and lost. An inspection showed that the bathroom shut-off valves were set back in the wall and tenant never had access to them. So there was no reduction in services.
