Tenant Didn't Submit Income Verification Information

Landlord applied for high-rent/high-income deregulation of tenant's apartment. The DHCR ruled for landlord based on tenant's failure to submit income verification information. Tenant appealed and lost. Tenant was required by law to respond to notice of landlord's deregulation application within 60 days. Tenant didn't offer any excuse for not doing so to the DHCR, but claimed an excuse for the first time on appeal.
