Tenant Didn't Prove Landlord Falsely Stated Expenditures

Tenant complained of a rent overcharge. The DRA ruled for tenant but allowed a 1/40th rent increase based on improvements costing $22,500. Tenant appealed, arguing that landlord's claimed costs were fraudulent. Tenant's contractor said that the improvements should have cost about $9,000. The DHCR ruled against tenant. Landlord submitted cancelled checks and a signed contract agreement, proving the cost of the work. And tenant didn't prove that landlord had submitted false documentation.
