Tenant Didn't Make Specific Complaint

Rent-controlled tenant complained of a rent overcharge. Tenant's complaint stated only that ''I would like a review of rent and fuel.'' The DRA forwarded tenant's application to the Fuel Cost Unit for action but otherwise dismissed the complaint. Tenant appealed, claiming that her overcharge claim wasn't reviewed. The DHCR ruled against tenant. Tenant didn't complete Item No. 14 of the overcharge complaint form, which states ''I am complaining about rent overcharges arising from the following items.'' So tenant didn't make a specific overcharge claim, and the complaint was properly dismissed.
