Tenant Denied Access to Restore Services

Tenant complained of a reduction in services. The DRA ruled for tenant after inspection showed a cracked apartment entry door frame, leaks and stains in the living room, peeling paint and plaster, and defects in the bedroom door hinge, bedroom light fixture, hallway walls, stove gas service, kitchen and bathroom walls, bathroom window sash and frame, toilet flow, and other ceilings and walls. Landlord later sought rent restoration and claimed that tenant refused access to repair and restore conditions in the apartment. The DRA ruled for landlord. Tenant appealed and lost.
