Tenant Consented to Rent Restoration

Tenant complained of a reduction in services based on inadequate hot water. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord, and landlord appealed. Tenant had consented to rent restoration by signing the consent line on landlord's rent restoration application form. And tenant didn't respond to landlord's PAR. The DHCR ruled for landlord and restored the rent.
